Chesterfield Property Set for Major Transformation into HMO
Plans to convert a Chesterfield property into a House in Multiple Occupation (HMO) have sparked significant local opposition. Luke Edwards, the applicant, is seeking to transform the site at 102 Saltergate from its current use as offices and a maisonette into nine en-suite bedrooms designed to accommodate up to 12 occupants, along with a shared communal area.
According to a report submitted to the planning committee, the building is believed to have originally served as a residential dwelling or flats. The report outlines that nine residents submitted comments opposing the change of use application. Concerns raised include traffic and highway safety, insufficient parking, the potential loss of family homes, overdevelopment of HMOs in the area, and increased noise levels.
Community Concerns and Proposed Solutions
In response to local objections, the proposal includes provisions for nine bicycle storage spaces in the basement and two car parking spaces outside. The property is conveniently located within walking distance of various services, facilities, and public transport options.
The council’s report highlights that residents fear the change may worsen existing traffic issues, particularly as demand for parking permits has surged in the vicinity. As noted by the council officer, “The objections from local residents are in regard to highway safety; they consider that the scheme may exacerbate the existing situation in the local vicinity.” Despite these concerns, the highways authority did not raise any objections to the proposal, citing the sustainable location as a factor that supports reduced parking requirements.
This proposal reflects a broader trend in Chesterfield, where the demand for HMOs has been increasing. As local authorities grapple with balancing housing needs and community concerns, the outcome of this application will likely set a precedent for future developments in the area.
As the planning committee prepares to make a decision, both the applicant and the local residents will be keenly watching the proceedings.
