Grimsby Central Library Reopening Delayed Until Spring 2029
Grimsby Central Library is projected to remain closed until at least Spring 2029, according to recent discussions by North East Lincolnshire Council’s libraries service select committee. The primary concern remains the ongoing removal of asbestos from the building, which has hindered further renovation work.
During a meeting held on January 14, 2025, councillors reviewed a report detailing cost and timeline estimates for the library’s reopening. Current estimates suggest that reopening will not occur until the completion of necessary renovations, which include asbestos removal and roof repairs. Costs for these improvements are estimated to range from £12.3 million to £13.8 million, depending on the extent of fit-out options chosen.
The library was closed to the public in March 2025 due to water ingress and safety concerns related to asbestos. The select committee previously endorsed a decision made by the council’s cabinet in October 2025, which stated that the library should be reopened, contingent on the confirmation of costs and available options.
Renovation Plans and Financial Considerations
The report discussed during the committee meeting was conducted by external consultants, WT Partnership Limited, and outlines various options for internal and external renovations necessary to restore the library. Once asbestos removal is completed, access to the roof will be granted for assessment. This evaluation will determine whether the roof can be repaired or needs complete replacement.
The plans include restoring the library for use on the basement, ground, and mezzanine floors. Additional external work might involve replacing windows alongside the internal renovations. The estimated cost for removing all asbestos and replacing the roof, along with pre-tender design work, is approximately £3.9 million. Notably, the cost for asbestos removal alone is expected to exceed £2 million.
Urgent actions are needed to prevent further damage to the library building. The select committee recommended that the council allocate capital funding promptly to cover the roof’s replacement and other essential repairs to prevent significant water damage. This recommendation will be presented to the council’s economic, culture, and tourism scrutiny panel during their upcoming meeting at Grimsby Town Hall on January 22, 2025.
Community Engagement and Future Prospects
Cllr Steve Holland, chair of the libraries service select committee, emphasized the importance of gathering community input in the decision-making process regarding the future of Grimsby Central Library. He expressed confidence that a solution could be found to preserve the building’s heritage while ensuring it remains a functional community asset.
“The barrier will be cost, and that is something that needs to be collectively addressed with the aim of trying to achieve a consensus,” he noted. As of now, no final decisions have been made regarding the library’s future, inviting public input through email at [email protected].
