Keir Starmer’s Shift: Prioritizing Economic Growth in 2026
As 2025 draws to a close, UK Labour leader Keir Starmer faces scrutiny over his pivot away from the initial “five missions” that characterized his party’s agenda. This shift comes as the government grapples with the pressing need for economic growth, a priority that has taken precedence over previous commitments. Joe Hill, policy director at Re:State, argues that to foster growth, the government must reassess its legislative priorities, starting with the controversial Employment Rights Bill.
In the past 18 months, the government has quietly discarded several key policies, including welfare reforms and significant changes to the Planning and Infrastructure Bill. Starmer, who once emphasized a mission-driven approach, now appears to focus solely on economic growth. His government initially promised safer streets, cleaner energy, greater opportunities, a healthier society, and higher growth. Yet, with little progress on these fronts, the narrative has shifted to a singular focus: “the defining mission of this government… to grow the economy.”
Recent assessments from the Office for Budget Responsibility (OBR) reinforce this urgency. Although the Chancellor announced a range of growth-enhancing measures in the latest Budget, the OBR did not adjust its growth forecasts, instead downgrading expectations. This paints a concerning picture for the UK economy, suggesting that wealth accumulation may not be imminent.
With ambitious political objectives such as defence spending and energy transitions, the government must first address its financial foundation. The initial strategy of expanding public finances through increased borrowing to fund investments in the economy has faltered. The looming risk of a bond market crisis has left potential lenders hesitant, recognizing that many proposed investments appear more like giveaways than sustainable strategies.
Starmer’s administration must now critically evaluate its broader policy agenda. A significant New Year’s resolution could be to cut economically burdensome taxes, particularly Stamp Duty, which is widely regarded as a poorly structured tax. This tax inhibits housing mobility and discourages individuals from downsizing, thereby limiting housing stock availability.
In addition, proponents of a vibrant job market argue that withdrawing the Employment Rights Bill from its legislative agenda would signal a recognition of the importance of businesses in driving economic growth. The flexibility of the British job market has historically played a vital role in economic recovery, particularly following the financial crisis. Making hiring more complex and riskier could further jeopardize growth prospects.
Starmer’s commitment to advancing housing and infrastructure initiatives is commendable, yet he must address the shortcomings of existing proposals. The ongoing deliberations surrounding the Planning and Infrastructure Bill lack urgency, threatening to undermine housebuilding targets. A more permissive planning system could facilitate construction, moving away from excessive discretion that currently hampers progress.
The government has also pledged to reduce regulatory costs for businesses by 25 percent, yet progress in this area has been slow. The introduction of the Independent Football Regulator alongside the Employment Rights Bill reflects a step backward rather than forward in achieving these goals.
As 2026 approaches, the government is at a pivotal juncture. If growth is to be the singular mission, then tangible actions must follow this declaration. Hill expresses hope that the government will recognize the need for a focused approach to achieve economic revitalization in the coming year.
