Niksic Utility Faces Allegations of Illegal Hiring Practices
The utility company DOO Komunalno Niksić is under scrutiny for allegedly engaging in illegal hiring practices and attempting to conceal these actions. The Democratic Party of Socialists (DPS) has publicly accused the company of knowingly violating labor laws and subsequently attempting to cover up these violations after they were exposed.
According to a statement from the DPS Niksić municipal board, the company employed workers through F.M. Agency DOO Niksić, despite the fact that Nikola Vučinić was officially listed as the sole authorized representative of the agency as of December 15, 2025. The party claims that Vučinić was engaged through a service contract, which directly contravenes legal regulations and constitutes a misuse of such agreements.
The Ministry of Labour, Employment and Social Dialogue published an official Agency Registry on June 5, 2025, which confirms the validity of Vučinić’s representation. Following inquiries into the matter, the DPS alleges that an emergency amendment to the registry was made on December 18, 2025, listing R. L. as the authorized representative. This modification, they argue, demonstrates a frantic attempt to absolve those responsible for the alleged misconduct.
The DPS contends that this change lacks retroactive effect and clearly indicates a desperate effort to obscure the truth from public scrutiny. They emphasize that the official registry published on June 5, 2025, should be the only reference point for authority on December 15, 2025. Any invocation of changes made after this date, they assert, amounts to a deliberate deception of the public and an abuse of institutional processes.
In their statement, the DPS highlighted various issues stemming from these practices, including illegal employment, exploitation of service contracts, manipulation of official records, and an institutional cover-up following the exposure of these irregularities. They assert that DOO Komunalno Niksić has treated laws as mere suggestions and has used registries as tools for obfuscation rather than as reliable public data sources.
The party has called for immediate action from the Labour Inspectorate, the relevant ministry, and the public prosecutor’s office. They argue that this situation raises critical questions about the legality of employment practices and the overall responsibility associated with managing public resources.
Citizens of Niksić, they argue, should not have to pay their utility bills to support illegal hiring practices or to see the truth manipulated in official documents. The DPS maintains that if no accountability is established, it sends a clear message: the law only applies when it is questioned.
The unfolding situation at DOO Komunalno Niksić not only raises legal and ethical concerns but also highlights broader issues regarding transparency and governance in public service management.
