Police Charge 35 Individuals Following Protests in Podgorica
Police in Podgorica have charged 35 individuals for public disorder and assaulting police officers during protests that took place on July 8, 2025. The demonstrations occurred outside the Villa Gorica, coinciding with the Trinaestojulska Award ceremony, according to a statement from the Police Administration.
The protests were organized by the non-governmental organization Stega and were not officially registered. The police reported that their officers faced active aggression from the gathering crowd, prompting a swift response to identify those responsible. Following a thorough investigation, which included reviewing video evidence, the authorities identified the individuals and referred the case to the competent court for prosecution.
The State Prosecutor’s Office in Podgorica reviewed the case files and concluded that the actions of the identified individuals did not constitute a criminal offense that would require prosecution ex officio. However, police officers deemed that the actions amounted to administrative violations. Consequently, they filed requests with the misdemeanor court in Podgorica for proceedings against the 35 individuals for suspected violations under articles 11 and 12 of the Law on Public Order and Peace, concerning obstructing and disrespecting police orders.
Among those charged is Oskar Huter, a member of the Assembly of Montenegro. Also included is A.P., a member of the Police Oversight Council, and an individual identified as I.N., who was filmed extinguishing a cigarette on police protective gear. This incident was widely circulated on social media, drawing significant public attention.
The Police Administration emphasized its commitment to maintaining public order and will pursue legal action against anyone involved in violations, regardless of their status or the nature of the public gathering. They reiterated their focus on preventing criminal acts and safeguarding the rights and properties of all citizens in Montenegro.
In a formal communication, the Police Administration will notify the Police Oversight Council regarding the reasons for initiating misdemeanor proceedings against Council member A.P., ensuring that all actions are transparent and accountable. The police have stated they will continue to work diligently to uphold public safety and the rule of law in Montenegro.
