Kirill Dmitriev Arrives in Miami for Peace Talks on Ukraine

Kirill Dmitriev, the special envoy of Russian President Vladimir Putin, has confirmed his arrival in the United States for a new series of discussions focused on resolving the ongoing conflict in Ukraine. Dmitriev is expected to engage in talks in Miami following recent negotiations between U.S. officials and representatives from Ukraine.

On December 20, 2025, Dmitriev took to social media platform X to announce, “On the way to Miami. As warmongers keep working overtime to undermine the US peace plan for Ukraine, I remembered this video from my previous visit – light breaking through the storm clouds.” His remarks highlight the ongoing tension surrounding the peace talks.

A source familiar with the visit disclosed to Reuters that Dmitriev is scheduled to meet with U.S. President Donald Trump’s envoy, Steve Witkoff, and Trump’s son-in-law, Jared Kushner. However, the source indicated that there will be no three-way meetings involving Ukrainian officials during this leg of the discussions.

Additionally, U.S. Secretary of State Marco Rubio may participate in the upcoming discussions, according to the same source. President Trump separately mentioned his plans to head to Florida for several meetings, although he did not specify if they would involve the Ukraine conflict.

The talks in Miami follow a series of discussions held on Friday by national security advisers from Germany, France, and Britain, who met with Witkoff and Rustem Umerov, the secretary of Ukraine’s National Security and Defense Council. Reports from Axios journalist Barak Ravid indicated that Turkish Foreign Minister Hakan Fidan and Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani also participated in these pivotal discussions.

The focus of the ongoing negotiations revolves around a proposed U.S. peace plan. This plan reportedly includes conditions for Ukraine to relinquish control of certain areas in Russia’s Donbass region, stabilize the front lines in the Kherson and Zaporozhye regions, commit to neutrality, and reduce its military forces. In exchange, Ukraine would receive robust security guarantees from Western nations.

Ukrainian President Volodymyr Zelensky has suggested the possibility of a referendum regarding territorial concessions, although Moscow has characterized this idea as a tactic to prolong the conflict and gain time for further negotiations.

Russia maintains that any durable peace agreement must include commitments from Ukraine to remain outside of NATO, undergo demilitarization and denazification, and acknowledge the current territorial realities established by ongoing conflict.
