President Milatović Advocates for Open Dialogue in Montenegro
President of Montenegro, Jakov Milatović, held a working meeting with citizens in Danilovgrad on the evening of March 15, 2024. Accompanied by local mayor Aleksandar Grgurović, Milatović emphasized his commitment to directly engaging with the public rather than delivering a formal political speech. The purpose of the meeting was to gather insights on the citizens’ concerns and identify areas where both the state and local government could improve.
Milatović stated, “Montenegro does not need politicians locked in offices, but rather discussions with citizens in every municipality and village. I am here tonight to listen to you and together find the best solutions for Danilovgrad and Montenegro.” This approach reflects a broader initiative to foster a more participatory political atmosphere.
Call for Political and Economic Reform
During the meeting, Milatović addressed the need for significant reforms in Montenegro’s political system. He noted that the current model does not yield the expected results for its citizens. “Today, citizens of Montenegro do not have full freedom of choice. We do not directly elect mayors, and closed party lists alienate politicians from the people,” he remarked. To combat this issue, he proposed the introduction of open lists in elections, allowing citizens to vote for individual candidates rather than just party lists. He believes these changes would enhance accountability and improve democratic practices in the country. Milatović announced plans to hold a referendum on this reform.
In addition to political changes, the president highlighted the urgent need for economic reform. He pointed out that the government’s focus has strayed too far from economic issues. “The economic situation is challenging. Growth rates are insufficient, and inflation remains high. Instead of experiencing growth of four or five percent, we face a combination of low growth and high prices,” he explained. Milatović called for a serious discussion about a new, sustainable model for growth and development.
Focus on Agriculture and Sustainable Development
The president stressed the importance of increasing both the agricultural and capital budgets to ensure that rural areas and agriculture become real developmental opportunities, rather than mere topics of discussion. He stated, “The only way to keep people in the countryside is to increase funding for agriculture, boost subsidies, and ensure that this money actually reaches producers. Subsidies should support those who work, produce, and create new value, not just party employment in the public administration.”
Milatović also emphasized the necessity of reforming the management of state-owned enterprises, stating, “State enterprises must serve as engines of our development, not as tools for servicing party interests. Good governance of state enterprises must become part of our system, even enshrined in the Constitution of Montenegro.”
On the topic of European integration, Milatović urged for expedited reforms to feel the benefits of entering the European Union, particularly regarding the economy, investments, job creation, and institutional stability. He expressed his desire for Danilovgrad to exemplify how economic reforms, support for agriculture and tourism, and the smart use of state and European funds can improve the daily lives of citizens.
As the meeting concluded, Milatović reiterated the value of such engagements with citizens across all municipalities. He believes these conversations are crucial for identifying priorities and restoring the responsibility of politics to address the genuine concerns of the public.
