Gloucestershire County Council Issues Over 75,000 Motoring Fines

Over the past financial year, Gloucestershire County Council issued more than 75,000 motoring fines, marking an increase from the previous year’s total of 71,765 penalty charge notices (PCN). This data was presented to local councillors during a meeting on January 14, 2024. The figures highlight the council’s ongoing efforts to manage on-street parking and traffic enforcement across the region.

During the 2023-2024 financial year, a total of 75,821 PCNs were issued, with only 37 of these cases, less than one percent, being escalated to an independent traffic penalty tribunal. Simon Searer, a senior parking appeals officer, explained that the council enforces civil parking regulations while also managing appeals related to parking violations.

Traffic Enforcement Strategies in Gloucestershire

Mr. Searer detailed the council’s multifaceted approach to traffic regulation, which includes operating 163 pay and display machines and utilizing 18 automatic number plate recognition cameras. He noted that of the total PCNs issued, approximately 53,000 were related to civil parking enforcement, while around 22,000 involved bus lane and moving traffic enforcement.

“Moving traffic enforcement includes violations such as banned right turns, no entry signs, yellow box junctions, and prohibition of driving offences,” Mr. Searer stated. The low number of appeals suggests that the council’s dispute resolution process is effective, providing early resolutions to potential conflicts.

Investments in Infrastructure and Training

The council is committed to improving its parking infrastructure. Mr. Searer mentioned that the parking team undergoes regular refresher training to enhance their skills in handling appeals. This initiative aims to ensure that the team is well-equipped to address issues that arise during the appeal stage.

In addition, the council has undertaken significant infrastructure improvements, including nine kilometres of relining works in key areas such as Gloucester, Cheltenham, Bourton-on-the-Water, and Stow-on-the-Wold. Mr. Searer indicated that these efforts will continue to expand in the upcoming financial year as the council seeks to maintain clear signage and road markings.

The increased issuance of PCNs reflects the council’s ongoing commitment to road safety and traffic management, ensuring that regulations are enforced while also prioritizing effective communication with the public. Through these measures, Gloucestershire County Council aims to enhance the driving experience for residents and visitors alike.
