Montenegro Leads EU Accession Progress in Western Balkans

According to the latest annual report from the European Commission, Montenegro has emerged as the leader in EU accession progress among Western Balkan countries. The report highlights Montenegro as the only candidate nation that has opened all 33 negotiation chapters, marking significant advancements towards EU membership.

The report commends the continuous political commitment from Montenegrin authorities to the strategic goal of European integration. This dedication has resulted in tangible outcomes, particularly in the area of judicial reform. The European Commission noted that “intensive phases of reform” were implemented during 2024, aimed at ensuring the independence, impartiality, and accountability of the judiciary. These reforms have started to yield “initial positive results,” according to the report.

In addition to judicial advancements, Montenegro has made strides in enhancing its legal and institutional frameworks to combat corruption. The nation has also witnessed improvements in freedom of expression, media freedom, and media pluralism, distinguishing it among candidate countries. Efforts to implement action plans related to the Schengen area and to combat money laundering and the financing of terrorism have also been acknowledged as significant progress.

Montenegro received financial support under the Growth Plan, with funding approved during the second round of conditions for payments. This recognition of substantial reform progress aligns with the country meeting 30 conditions outlined in the Reforms Agenda. The European Union has earmarked €6 billion for the region in 2024 through the Growth Plan, aimed at accelerating development and integration efforts.

Additionally, Montenegro is participating in the Single Euro Payments Area (SEPA), allowing its financial institutions to engage in SEPA payment schemes. This development facilitates euro transfers and is set to reduce transaction costs and processing times. Implementation of SEPA began in October, enabling more affordable sending and receiving of money to and from Montenegro from 40 European countries.

Montenegro has also been invited to join the Common Transit Convention on November 1. This agreement is designed to streamline cross-border movement of goods, further enhancing the country’s integration into European economic structures.
