Montenegro’s Fishing Industry Eyes EU Opportunities Amid Challenges
In Montenegro, the fishing industry is poised for potential growth as the country approaches European Union membership. Fisherman Miloš Jovanović begins his day at dawn, retrieving equipment from the sea that he lowered the night before. The fish he catches are transported to shore for sale, marking the start of a demanding yet economically viable profession.
Jovanović, who has been fishing since childhood, describes his work as both challenging and rewarding. “This must be a passion to pursue,” he states. Over the past seven years, what began as a childhood hobby has transformed into a professional endeavor. He emphasizes the need for quality equipment, often sourced from Italy and Croatia, as local options are limited. His focus is on large pelagic fish, including tuna and swordfish.
The fishing sector in Montenegro faces significant challenges, particularly concerning weather conditions that can impede fishing for extended periods. Jovanović notes that adverse weather can disrupt fishing activities for months, directly impacting earnings. He calls for more governmental support during these difficult times, particularly when low demand affects winter sales. The summer months typically see a more robust market, but winter presents hurdles due to limited processing capacity and export options.
The recent temporary closure of Chapter 13 on December 15, 2023, does not signify a halt in investments for the fishing sector. Rather, the Ministry of Agriculture, Forestry and Water Management has indicated that this will lead to numerous benefits for Montenegrin fishermen. These include potential subsidies ranging from 50% to 90% for logistical and infrastructural improvements.
Jovanović remains optimistic about Montenegro’s EU accession, anticipating it will enable access to funds for modernizing equipment and purchasing new vessels. He asserts, “My expectations are high. I believe joining the European Union will provide us access to funds that will help improve our work and conditions.”
The negotiations surrounding Chapter 13 – Fisheries are seen as an opportunity to enhance sustainable fishing practices, protect marine resources, and ensure stable access to European markets. With EU membership, Montenegrin seafood products could gain entry into larger markets, supported by state assistance and collaborative management of marine resources with European partners.
For those like Jovanović who have tied their lives to the sea, fishing transcends mere livelihood; it represents a daily struggle against nature and a commitment to adapting to its rhythms. Between the turmoil of storms and the calm of clear waters, fishermen learn patience, responsibility, and respect for the sea, recognizing that only those who truly understand it can thrive within its bounds.
