Health Minister Confirms Commitment to Ramsey Residential Home

The future of Ramsey’s Cummal Mooar residential home remains a priority for the Health Minister, despite ongoing delays in the project. Claire Christian, Member of the House of Keys (MHK), provided this update in response to a question from fellow MHK and former Health Minister Lawrie Hooper during a recent Tynwald session. While there are no confirmed timelines for advancement, Christian reassured members that the redevelopment remains a key focus.

Plans to replace the existing facility were first stalled over two years ago, with initial updates suggesting a redevelopment was progressing smoothly. In March 2024, under Hooper’s leadership, the Department of Health and Social Care indicated that the project was on track. However, by January 2023, Christian acknowledged a slowdown in progress, leading to concerns among stakeholders.

Christian informed Tynwald members that the department has not yet established a date for presenting a financial motion necessary to move the project forward. Despite this uncertainty, she emphasized that the initiative is still firmly on the agenda.

The original proposal outlined the development of a 45-bed residential facility accompanied by a day centre. In response to evolving needs, Christian mentioned that the department, alongside Manx Care, is now exploring a redesigned model that aligns with the ‘Home First’ approach. This strategy prioritizes enabling individuals to live independently for as long as possible, potentially combining extra care housing with adaptable nursing provisions.

Discussions are ongoing with the Treasury, Manx Care, and the Project Management Unit as part of a broader capital review. Christian expressed hope for additional details to emerge in the coming months, but the delays have drawn criticism from several quarters.

Hooper characterized the situation as “infuriating,” arguing that the persistent delays and reviews hinder necessary investments. He asserted that a direct replacement is essential to meet increasing demand for residential care.

Ramsey Town Commissioner Juan McGuinness echoed these concerns, stating that the project appears to have “stalled,” leaving families and caregivers without crucial support. He highlighted the deteriorating condition of the existing home, asserting it is “long past its best.” McGuinness called for a definitive commitment and timeline from the government, concluding that “Ramsey deserves better.”
