Boris Mugoša Urges Enhanced Protections for Society’s Vulnerable

Montenegro’s Minister for Human and Minority Rights, Boris Mugoša, has called for stronger measures to protect vulnerable groups within society. Speaking at a conference on social protection held on October 10, 2023, Mugoša emphasized the urgent need for government action to address the challenges facing these populations.
During his address, Mugoša highlighted that many vulnerable individuals, including ethnic minorities, the elderly, and persons with disabilities, continue to experience systemic inequalities. He pointed out that while progress has been made in recent years, significant gaps remain in the support provided by state institutions.
The Minister stated, “The state must do more to ensure that all citizens, particularly those in vulnerable situations, have access to the resources and support they need.” His comments come in the wake of rising concerns over social welfare programs and their effectiveness in reaching those who require assistance the most.
Mugoša’s remarks were reinforced by statistical data indicating that approximately 30% of the population lives below the poverty line in Montenegro. This figure underscores the pressing need for enhanced social protection policies. The government has invested in various welfare programs, but Mugoša believes that more targeted efforts are necessary to close existing gaps.
He outlined several key areas for improvement, including better access to healthcare, education, and employment opportunities for marginalized communities. Additionally, he stressed the importance of fostering a more inclusive society through public awareness campaigns that promote understanding and acceptance of diversity.
In recent years, Montenegro has made strides in improving human rights legislation; however, implementation remains inconsistent. Mugoša called upon local governments to take proactive steps in addressing these disparities. “It is essential that we not only create laws but also ensure that they are effectively enforced,” he added.
The conference was attended by various stakeholders, including representatives from non-governmental organizations and international bodies. Their insights and collaboration are seen as vital to developing comprehensive solutions that address the needs of vulnerable groups.
As Montenegro continues to navigate its social challenges, the call for enhanced protections from Minister Mugoša serves as a reminder of the ongoing struggle for equality and the responsibility of the state to safeguard the rights of all citizens. The government’s response in the coming months will be crucial in determining the future well-being of these at-risk populations.
