Montenegro Advocates for Firefighting Equipment Funding in 2026 Budget
The Community of Municipalities of Montenegro has urged the government to allocate dedicated funds in the 2026 budget for the purchase of firefighting vehicles and equipment. The initiative specifically targets municipalities benefiting from the Egalization Fund, emphasizing the need for investment in the country’s protection and rescue system as a national priority.
In a letter addressed to Prime Minister Milojko Spajić, the community outlined that a modern firefighting vehicle costs between €300,000 and €350,000. They propose ensuring that each municipality eligible for the Egalization Fund receives at least one new vehicle in the upcoming budget year. This measure is considered a crucial first step towards the systematic renewal and modernization of equipment, much of which has not been changed for over 15 years.
Investment in Safety Infrastructure
The Egalization Fund serves as a financial mechanism for local self-governments, primarily aimed at less developed areas. This year, municipalities such as Andrijevica, Bar, Berane, and others will benefit from this support to enhance their emergency services.
According to the Community of Municipalities, strengthening the technical capacities of protection and rescue services is a key goal of the disaster risk reduction strategy. They expect the government to consider their request during the budget planning for the next year. The association is prepared to collaborate closely with the Directorate for Protection and Rescue and the Ministry of Internal Affairs to define priorities and needs across municipalities, directing funds to those services that are most vulnerable and in need.
Currently, many firefighting vehicles in local services are over 15 years old, often technically unsound and inadequately equipped for modern emergencies. Out of a total of 246 vehicles in municipal protection and rescue services, only 145 are fully operational. This situation poses significant risks during crises when every second counts.
Urgent Need for Modern Equipment
Local protection and rescue services form the backbone of Montenegro’s emergency response system. During this year’s wildfire season, firefighters have been on the front lines, often working tirelessly for days under immense pressure. Their bravery and dedication, however, cannot compensate for the lack of necessary equipment and technical resources.
These local services are the first responders to all types of emergencies, including everyday fires, traffic accidents, floods, and complex rescue operations. The increasing frequency and intensity of storms, floods, and wildfires due to climate change demand well-equipped services capable of responding quickly and safely.
Recognizing budget constraints, the Community of Municipalities asserts that investing in the protection and rescue system offers multiple benefits and can save lives in the long term. They emphasize that this is not merely an expenditure but a strategic investment in a safer Montenegro.
