New Security Measures Enhance School Safety in Montenegro
The Montenegro Ministry of Education, Science and Innovation has announced the completion of training sessions for 122 security staff working in educational institutions. These training programs, concluded recently, aimed to bolster the safety of students and teachers in schools across the country, particularly in Podgorica.
Starting from October 1, 2023, physical security personnel will be deployed in 68 primary schools and 44 secondary schools. This initiative aims to prevent violence and other disruptive incidents within educational environments. The decision follows a successful implementation of security measures earlier this year, which showcased a significant reduction in disturbances.
Security personnel have reported various challenges since their engagement in February 2023. They have intervened in organized fights, addressed bullying issues, and provided support to teachers facing confrontational situations. One security officer shared, “Our main goal is to build trust with the children so they feel safe approaching us with their concerns.”
These security staff members emphasized the importance of their role in maintaining a peaceful school atmosphere. They have effectively managed situations where students were on the verge of fighting and prevented incidents from escalating. The officers also handle interactions with parents, often calming situations where parents arrive in an agitated state.
The Montenegro government has allocated 418,200 EUR from its budget to fund this initiative, which includes the training and employment of security personnel until the end of December 2023. According to official statements, while this measure is temporary, it has proven effective during the previous academic year.
Training and Implementation of Security Measures
The training for security personnel was supported by the Chamber of Commerce of Montenegro and the Danilovgrad Police Academy. This initiative aimed to enhance the skills of security staff, ensuring a safer environment for all students and staff.
The training program covered a range of topics, including the legal authority of security personnel, handling risky situations, and understanding juvenile law. Specific areas addressed included procedures in the event of threats to personal safety and property, as well as how to appropriately interact with minors.
The training was conducted by professionals such as Mladen Bulatovic, a specialist in business and civil security, and Slavko Milic, a member of the Ministry of Interior. Their expertise helped shape a comprehensive program that combined theoretical knowledge with practical exercises.
Interactive training methods, including lectures and simulations, engaged participants and prepared them for real-world scenarios. The goal was to ensure that security personnel are well-equipped to handle various challenges within the school setting.
Long-Term Safety Strategies
The government plans to establish a permanent security framework by collaborating with the Ministry of Interior. This may include the establishment of school police officers or other forms of security to ensure ongoing protection in schools. The recent measures reflect a growing commitment to student safety and a proactive approach to preventing violence in educational settings.
As schools prepare for the new academic year, the introduction of physical security is expected to foster a more secure learning environment. With the backing of the Ministry of Education, the efforts made thus far illustrate a comprehensive strategy to address safety concerns and prioritize the well-being of students and teachers alike.
