Candidates Emerge for Montenegro’s Ombudsman Position Amid Deadline
President of Montenegro, Jakov Milatović, announced a public call for candidates for the position of Ombudsman for Human Rights and Freedoms at the beginning of October. The deadline for submitting nominations is set for 30 days from the announcement. While the President’s office has not disclosed the complete list of applicants, sources indicate that the current Ombudsman, Sinisa Bjeković, has submitted his candidacy, alongside Mirjana Pajković, the Director General of the Directorate for the Promotion and Protection of Human Rights and Freedoms.
As the nomination process unfolds, President Milatović is engaging in consultations with academic and professional institutions, as well as non-governmental organizations focused on human rights. The final appointment of the Ombudsman will be made by the Assembly of Montenegro based on the President’s recommendation. Bjeković’s current term is set to expire in mid-December. The process to elect a new Ombudsman must begin no later than 60 days before the end of the six-year term.
Bjeković has expressed his willingness to accept a second term if nominated. In a recent interview, he highlighted the ongoing positive assessments from the European Commission, which frequently notes the progress of the Ombudsman’s office and the growing trust among citizens. Celebrating its 20th anniversary two years ago, the institution has been recognized for its commitment to building civil society and promoting equality in Montenegro.
In his own words, Bjeković stated, “The long-term evaluations from the European Commission have provided us with immense motivation and impetus. Our aim is to bridge the gap between the government and citizens, enhancing effective human rights protection and good governance, which is undoubtedly a complex task.”
Pajković confirmed her application to the Ombudsman position, stating she has submitted recommendations from NGOs and a significant endorsement from the Ministry of Human and Minority Rights, the key government body for implementing anti-discrimination policies. She believes her selection would be beneficial, particularly as a woman holding such a position.
“I am a mother of a child with disabilities and have contributed to the justice system through my legal practice. My court experience is not insignificant. Working in the Ministry of Human Rights has provided me with the closest connection to the Ombudsman’s office. Through my lifestyle and attitude, I demonstrate a commitment to respecting and enjoying human rights and freedoms daily,” Pajković emphasized.
Pajković brings a wealth of experience to her candidacy. She has led working groups for drafting laws related to the Ombudsman and legal recognition of gender identity based on self-determination. Additionally, she has represented the Ministry of Human and Minority Rights in various international forums, including defending Montenegro’s reports to the United Nations on civil and political rights.
The criteria for candidates to become Ombudsman require them to be Montenegrin citizens, possess at least a level VII1 education qualification, and have a minimum of 15 years of work experience, with at least seven years in the field of human rights. Candidates must also have a clean criminal record and a strong personal and professional reputation.
Before Bjeković, the position of Ombudsman was held by Šučko Baković. As the deadline for nominations approaches, the future of Montenegro’s Ombudsman office will be shaped by the candidates’ qualifications and the ongoing commitment to human rights in the country.
