Montenegro Seeks New Human Rights Ombudsman Candidates
The President of Montenegro, Jakov Milatović, has initiated the process of selecting a new Human Rights Ombudsman following a public call for candidates issued in early October. The deadline for submissions is set for 30 days from the announcement, which means candidates will need to submit their applications by early November.
While the Presidential Office has not disclosed the full list of applicants, sources indicate that among the submissions is the current Ombudsman, Sinisa Bjeković, along with Mirjana Pajković, who serves as the Director General of the Directorate for the Promotion and Protection of Human Rights and Freedoms. The selection process involves consultations with scientific and professional institutions, as well as non-governmental organizations that focus on human rights and freedoms.
The Ombudsman position is appointed by the Parliament of Montenegro on the President’s recommendation. Sinisa Bjeković is nearing the end of his term, which expires in mid-December. The selection procedure must begin no later than 60 days before the end of his six-year mandate. Recently, Bjeković expressed his willingness to accept a second term if nominated.
Bjeković noted the importance of the European Commission’s positive assessments over the years, which highlight the progress made by the institution and the trust it has garnered from citizens. Reflecting on the Ombudsman’s 20-year history, he reiterated the role the institution has played in building a civil society that respects equality and empowers Montenegrins to live with dignity.
In an interview, Mirjana Pajković confirmed her application for the Ombudsman role and emphasized her qualifications. She highlighted her extensive experience in law and her deep involvement in human rights advocacy. Pajković has previously served in various capacities, including leading a working group for the drafting of the Law on the Protector of Human Rights and Freedoms, and representing the Ministry of Human and Minority Rights in international forums.
Pajković stated, “I believe having a woman in this position would be beneficial. As a mother of a child with disabilities, I have contributed to the functioning of justice through my work in law. My experience in the Ministry has closely connected me to the Ombudsman institution.” She also mentioned her qualifications, which include being a member of multiple working groups related to human rights, gender equality, and Montenegro’s EU accession negotiations.
Candidates for the Ombudsman role must be Montenegrin citizens with at least a VII1 level of education and a minimum of 15 years of work experience, including seven years specifically in human rights and freedoms. They must also have a clean criminal record and possess a high level of personal and professional authority.
Before Sinisa Bjeković, the position was held by Šućko Baković, marking a notable succession in the role that plays a critical part in safeguarding human rights in Montenegro. The outcome of this selection process will be closely watched as it shapes the future of human rights advocacy in the country.
