UK Business and Trade Secretary Peter Kyle expressed concern on Monday, October 24, regarding the departure of several wealthy individuals from the country. This includes notable figures such as Indian billionaire steel magnate Lakshmi N Mittal, who has reportedly shifted his tax residency to Switzerland and plans to relocate to Dubai due to increasing tax burdens in the UK.

This news surfaced just days before Chancellor Rachel Reeves is set to announce her second budget, anticipated to include additional tax measures aimed at addressing an estimated £20 billion shortfall in the UK’s finances. In an interview with Sky News, Kyle acknowledged the implications of such exits, stating, “I am worried whenever somebody feels they have to leave the UK in order to succeed.”

Kyle highlighted the broader issue of professionals leaving the UK, noting that the country has seen a significant number of doctors depart recently. He emphasized that the focus should not solely be on billionaires, as many entrepreneurs have also moved abroad due to a lack of funding opportunities. “There are people starting businesses that have gone to America in their droves, because they haven’t had the funding to succeed,” he remarked.

When questioned about whether the government accepts that Labour’s taxation policies are driving the wealthy out, Kyle responded affirmatively. “I do. I’m not going to duck the fact that we have put up taxes, and we’ve closed some of the loopholes for non-doms,” he stated, referring to the now-closed non-domicile tax policy. This policy previously allowed foreign nationals residing in the UK to avoid higher tax rates.

Reeves’ first budget last year announced the abolition of the non-dom system, effective from April 2025. Following this decision, many wealthy residents registered under this scheme have reportedly chosen to leave Britain. Kyle noted that while some are departing, “there are other people who are coming to this country because of the excitement in our economy at the moment.”

The Sunday Times reported that Lakshmi N Mittal, founder of ArcelorMittal and recognized as the UK’s second richest Asian, is among several high-profile entrepreneurs who are leaving the UK. His plans to relocate follow those of tech entrepreneur Herman Narula, who has lived in England since he was two years old and recently announced his move to Dubai.
