Local Opposition Grows Against 54-Home Development in Powys

Concerns are mounting over a proposed development of 54 homes in Montgomery, Powys, with local officials and residents expressing fears about potential traffic congestion and the impact on views from the nearby historic Montgomery Castle. The outline planning application was submitted by Powis Estates to Powys County Council, aiming to build the homes on land across from Verlon Close on Forden Road. The development plan includes a mix of two, three, and four-bedroom semi-detached and detached properties, with 11 designated as affordable housing.

The initial application seeks to establish the principle of the development. A subsequent, more detailed planning submission would need approval from county planners before any construction can begin. Montgomery Town Council has formally objected to the proposal, citing several critical issues that remain inadequately addressed. The council highlighted its concerns regarding the existing infrastructure’s ability to support such a large development.

In a statement, the council noted, “Several critical issues remain inadequately addressed, raising significant concerns. The council has serious concerns about the ability of Montgomery’s existing infrastructure to support a development of this scale.” They pointed out that the town’s restricted parking would exacerbate traffic and accessibility problems and that local educational and healthcare facilities are already under strain, with the primary school lacking capacity for additional pupils and local GP practices under pressure.

The council emphasized the need for adequate infrastructure to encourage non-car travel and support a sustainable development approach. Additionally, they raised alarms about the potential impact on the setting of Montgomery Castle, which is situated on a hill south of the proposed site. The council’s statement expressed, “The council is extremely concerned about the impact on the setting of the castle and views from the castle.”

Cllr Jeremy Brignell-Thorp, representing Forden and Montgomery for the Green Party, has requested that the application be called in for a decision by the Planning Committee. He stated, “Congestion and heavy traffic is a perennial problem in the town. Incremental construction of additional housing has worsened this issue.” Cllr Brignell-Thorp strongly opposed the development unless it is accompanied by the construction of a link road connecting Forden Road and Station Road, as outlined in the Local Development Plan (LDP).

Planning agent Oliver O’Neill of Hughes Architects provided insights into the development through a design and access statement. He asserted that the proposed development has been designed to complement and enhance the character of the surrounding area and that any future reserved matter applications will respond appropriately to local architectural styles.

In response to traffic concerns, Mr. O’Neill referenced a traffic assessment included in the application, claiming it confirms that the scheme would not adversely affect the town’s existing road infrastructure. He stated, “The study found that the new link road required in the LDP is not necessary to facilitate the development. Traffic generated by the 54 units falls within the normal range of day-to-day variations and will not cause noticeable changes in activity or increased conflict.”

A decision on the planning application is expected shortly, as local stakeholders await the outcome of these discussions amid rising tensions regarding infrastructure and community impact.
