Knowsley Council’s Adult Social Care Rated ‘Good’ by CQC
The adult social care service in Knowsley has received a commendable rating of “good” from the Care Quality Commission (CQC), highlighting its positive impact on the community. The assessment, published on August 29, 2023, marks a significant achievement for Knowsley Council, particularly given the challenges faced by the borough, which has an Index Multiple Deprivation score of 10, making it the third most deprived area out of 153 local authorities in England.
In the inspection conducted in February 2025, the CQC evaluated nine key areas across four themes. It praised the council for fostering an “open culture” in its adult social care services, where feedback from service users is valued and encouraged. The report commended the “caring and helpful staff” who provide essential support to the community’s most vulnerable residents.
Positive Changes in Adult Social Care
Cllr Del Arnall, Knowsley Council’s Cabinet Member for Adult Social Care, expressed his satisfaction with the inspection results. He remarked, “I am absolutely delighted with the outcome of our inspection and the positive endorsement we have received for our work supporting some of our most vulnerable residents.” He emphasized the exemplary dedication of the staff, noting their daily commitment to improving the lives of individuals in need.
The CQC found several commendable initiatives within Knowsley’s adult social care services. One notable aspect was the prioritization of safeguarding for young individuals transitioning from children’s services to adult care. Inspectors reported that these young people received appropriate support with minimal disruption, allowing for a smoother transition.
Another innovative service introduced by the council is a medication reminder system. Currently, 166 individuals benefit from daily video calls with trained pharmacists, promoting safety and independence while minimizing reliance on traditional carer services. This initiative has proven effective in reducing hospital readmissions and medication errors.
Addressing Inequalities and Supporting Carers
James Bullion, Chief Inspector of Adult Social Care and Integrated Care at the CQC, highlighted the council’s commitment to addressing inequalities, especially in light of Knowsley’s high levels of deprivation. He noted, “Senior leaders were taking action to help people overcome the challenges they faced to help them build happier, healthier and safer lives.” This includes the appointment of equality and diversity leads and enhancements to existing policies.
Support for unpaid carers is a crucial component of the council’s service offerings. The CQC reported that tailored support significantly improves the lives of both carers and those they assist. Initiatives such as meaningful activities, trips, and funding for essential items have been well-received. Additionally, the availability of weekend respite care is invaluable, especially given that Knowsley has one of the highest proportions of individuals providing over 50 hours of unpaid care per week in England.
The CQC also praised the effectiveness of the “home first” approach, which emphasizes home-based care, allowing individuals to remain in their residences. This strategy has resulted in 95% of patients returning home after hospital discharge, supporting their independence and well-being.
The recent CQC assessment underscores the successful efforts of Knowsley Council in delivering quality adult social care services despite the socio-economic challenges faced by the community. The positive feedback from the inspection reflects the hard work and dedication of the council and its staff, reaffirming their commitment to enhancing the quality of life for residents in Knowsley.
