Rio de Janeiro Police Launch Major Offensive Against Drug Cartels
A significant police operation took place in Rio de Janeiro on October 28, 2025, targeting the notorious drug cartel Comando Vermelho. This operation involved over 2,500 police and military personnel, making it one of the largest law enforcement actions in the city’s history. The raid primarily focused on the northern districts of the city, specifically in the favelas, where police had identified several individuals on their wanted list.
The operation was met with fierce resistance from cartel members, who reportedly responded with gunfire and set up barricades using 71 buses. The ensuing clashes resulted in a total of 64 fatalities, including four police officers, and left 15 officers injured. Authorities arrested 81 individuals during the operation, which was characterized by its intensity and strategic planning.
Details of the Operation and Its Impact
Rio de Janeiro’s Secretary of Public Security, Victor Santos, stated that the operation was meticulously planned and executed without federal government support. “Approximately 280,000 people live in the areas affected by this operation. This is the reality we face. We deeply regret the injuries, but this is a necessary and intelligently planned action that will continue,” he explained.
Investigations leading to the operation uncovered a network of 94 criminals associated with Comando Vermelho hiding in the Alemão and Penha complexes. These individuals face serious charges, including murder, drug trafficking, and car theft. The challenging geography of these areas, surrounded by forests, has historically aided criminals in evading capture.
The police operation aimed to disrupt the cartel’s operations, which have expanded significantly in recent years. Two gang leaders, Marcio dos Santos Nepomuceno, known as Marcinho VP, who is incarcerated, and Edgar Alves de Andrade, also known as Doca or Urso, directed the cartel’s activities from their respective positions. Doca, who is still at large, has an extensive criminal record with 269 offenses and 26 outstanding arrest warrants.
Government Response and Future Actions
Governor of Rio de Janeiro, Claudio Castro, expressed concerns regarding the lack of support from the federal government during this critical operation. He emphasized the need for greater assistance, stating, “For a war like this, which has surpassed conventional public safety measures, we truly need much more support, perhaps even from the Armed Forces. This is a cry for help.”
The ramifications of this operation extend beyond the immediate casualties and arrests. The violence has transformed parts of Rio de Janeiro into what many describe as a war zone, with the ongoing conflict between government forces and drug cartels posing a significant threat to civilian safety.
As Brazil continues to grapple with escalating violence related to drug trafficking, this operation signals a critical moment in the fight against organized crime. Authorities have pledged to maintain pressure on the cartel, indicating that similar operations may be necessary to reclaim control over affected neighborhoods.
