Workers Remove Historic Tree During Urban Reconstruction in Podgorica

During the reconstruction of a section of Ulica slobode in Podgorica, workers removed a historic tree that had stood for decades. The removal, which took place on the morning of October 5, 2023, was necessary to facilitate the installation of underground utilities, according to the Agencija za izgradnju i razvoj Podgorice, the agency overseeing the project.
The tree, approximately fifteen meters tall, had been a significant feature of the streetscape. Environmental activists had previously expressed strong opposition to its removal, arguing that it reflected laziness and irresponsibility rather than necessity. Their concerns were echoed in a statement from Vuk Vujisić, a civic activist who urged city officials, including Mayor Saša Mujović, to prevent the tree’s removal. He emphasized the importance of preserving the tree as part of the city’s identity and sustainable development efforts.
According to statements made by the Agencija, the decision to remove the tree was based on the need to ensure the safety and functionality of new infrastructure. They noted that retaining the tree would have required significant alterations to the construction plan, potentially delaying the project. The agency explained the tree’s roots extended into the street, which posed risks during the installation of new electrical and sewage lines.
“Removing the tree, though regrettable, was essential to avoid compromising public safety,” the agency stated. They plan to plant a new row of thirteen evergreen oaks along this section of Ulica slobode, similar to those in the lower part of the street.
Environmental activists, including Azra Vuković from the NGO Green Home, criticized the decision. Vuković described the removal as indicative of a recurring pattern in the country, where the preservation of natural elements takes a back seat during urban development projects. “It is much easier to remove a tree than to find a way to preserve it,” she remarked, highlighting the need for more responsible planning.
The reconstruction of Ulica slobode began on August 25, 2023, with a projected completion date set for November 30, 2023. This project is expected to cost around €790,000. While construction continues, the removal of the tree raises concerns about the city’s commitment to maintaining its green spaces during rapid urbanization.
Vuk Iković, another activist from the movement Preokret, expressed disappointment over the loss of the tree, which had survived the devastation of World War II. “This tree endured the destruction of Podgorica, but it could not withstand the actions of those who claimed to be its protectors,” he said, criticizing the promises made by city leadership regarding the tree’s safety.
As the reconstruction progresses, the broader implications of urban development on environmental sustainability and community identity continue to spark debate among residents and activists alike. The incident serves as a reminder of the delicate balance between infrastructure development and environmental stewardship in urban settings.
