Council Conducts Inspections at Cambridgeshire Caravan Sites

On October 15, 2023, staff from the South Cambridgeshire District Council conducted inspections at various caravan sites along Fen Road. The purpose of these inspections was to ensure compliance with planning regulations and to address concerns regarding the usage of authorized pitches.
During the visit, council representatives engaged with residents living in approximately 100 caravans. They verified the identities of the occupants and assessed whether the number of caravans present matched the permitted totals for each site. This proactive measure was initiated in response to reports suggesting that some authorized pitches were being used for purposes that had not been approved.
A spokesperson for the council stated, “This proactive step follows concerns that authorised pitches were being used for purposes that they had not been approved for. It forms part of the Council’s wider action to ensure Gypsy and Traveller sites are safe, lawful, and used for their intended purpose in line with planning policies.”
Cllr Bridget Smith, leader of South Cambridgeshire District Council, emphasized the importance of this initiative. She noted, “We’re committed to working fairly and respectfully with all residents, and this fact-finding exercise helps us gather the information we need to support safe, lawful, and inclusive communities.” Cllr Smith indicated that the council would thoroughly analyze the collected data, with any subsequent actions being informed by their findings.
The inspections also highlighted the ongoing need for proper accommodation for the Gypsy and Traveller community in South Cambridgeshire. Cllr Smith referenced the Gypsy and Traveller Accommodation Needs Assessment, which indicates a future requirement for additional pitches. “That is why it is so important to ensure that pitches that already have permission are being used in the way intended,” she added. “If they are not, the priority is to ensure they are brought back into use for Gypsies and Travellers.”
Council officers from various departments participated in the inspections, providing residents with advice and support. Officers from the police also attended to assist where necessary. Any breaches identified during the inspections, including those related to planning, licensing, or council tax regulations, will be addressed through established processes.
In May 2023, the council secured an injunction at The Laurels, another site on Fen Road, to prohibit any further caravans or mobile homes from being added to the site. This injunction was issued following a fire incident that resulted in damage to several mobile homes and is set to remain in effect until May 1, 2026.
The recent inspections represent a significant effort by the South Cambridgeshire District Council to ensure that caravan sites are maintained in accordance with local planning policies and to support the needs of the community.
