North East Lincolnshire Council Seeks Public Input on Future

North East Lincolnshire Council is actively seeking public opinion as it prepares to advocate against its potential abolition and merger with neighbouring authorities. The government has mandated that all ten councils in the county submit final proposals for local government reorganisation by November 28, 2023. This initiative aims to streamline the number of councils across England, with a particular focus on eliminating two-tier council systems, which involve multiple councils serving the same geographic area.

Both North and North East Lincolnshire councils operate as single-tier unitary authorities. In light of the government’s preference for new councils to encompass populations of around 500,000, local officials have been engaged in discussions regarding a significant restructuring of local government in Lincolnshire. While both councils initially considered merging with their neighbours, they have since decided to pursue a path of remaining independent.

The North Lincolnshire Council has launched a survey to gauge public sentiment on this matter, with North East Lincolnshire Council following suit. Residents can access the council’s explanation of local government reorganisation and participate in the survey via the council’s official website.

The current population of North East Lincolnshire stands at approximately 158,335. In a council meeting held in July, members agreed that North East Lincolnshire would submit a case to maintain its status as a relatively small unitary authority. Additionally, the council is reevaluating its external governance structures and democratic processes, with plans to resume paused activities, including a review of council wards by the Boundary Commission.

Council leader Cllr Philip Jackson (Conservative – Waltham Ward) emphasized the council’s commitment to fostering a “Stronger Economy and Stronger Communities.” He expressed confidence that remaining as North East Lincolnshire Council would best serve this goal, while also highlighting the importance of collaboration with neighbouring authorities across Greater Lincolnshire.

Opposition leader Cllr Emma Clough (Labour – Heneage) underscored the uniqueness of North East Lincolnshire, asserting that a local council prioritises the community’s needs. She cautioned against the potential loss of local accountability, stating that a small unitary authority facilitates decision-making by individuals who reside and work in the area.

The potential reorganisation has drawn attention from various local leaders. Cllr Steve Holland (Independent Group for North East Lincolnshire – Freshney) described the possible restructuring as the most significant change to local government since the dissolution of Humberside County Council. He urged that the opinions of residents and local businesses be carefully considered before advancing any reorganisation plans.

Liberal Democrat group leader Cllr Nicola Aisthorpe also referenced Humberside’s history, warning that larger councils often lead to diminished community voices in decision-making. She advocated for local guidance to shape the future of North East Lincolnshire.

The government aims to implement a new local government structure for Lincolnshire by 2028. The leaders of North East Lincolnshire’s four main political groups believe that regardless of political dynamics, the council’s ability to leverage its size and maintain close ties with the community is crucial for effective governance.

In a promotional video for the council’s survey, officials stated, “We think a smaller council means decisions are made closer to home by people who know the area, whereas a larger council will make decisions for more people across a much bigger region. We want your views; this is your council, these are your services, and this is your chance to tell us what you think.”

Residents are encouraged to express their opinions through the survey, as their input will play a vital role in shaping the future of local governance in North East Lincolnshire.
