Peru Declares State of Emergency in Lima Amid Rising Violence
Peru’s President Hose Heri has declared a state of emergency in Lima for a duration of 30 days, aiming to curb escalating violence that has contributed to widespread social unrest. The announcement, made on October 10, 2023, follows a surge in criminal activity, with the government seeking to restore order in the capital city.
In a televised address, Heri outlined that the state of emergency may involve deploying the military to support police efforts. The measures will also include restrictions on certain constitutional rights, specifically regarding the freedom of assembly and movement. He emphasized, “Wars are won by deeds, not words,” indicating a shift in the government’s approach to tackling organized crime. The president stated that the administration is transitioning “from defense to offense” in its fight against violence.
Statistics from the police reveal that from the beginning of the year until the end of September, there have been 1,690 murders in Peru, a notable increase from 1,502 murders reported during the same period in 2022. This alarming rise in violence comes at a critical juncture for the Peruvian government, which has faced increasing pressure to address public safety concerns.
The declaration of a state of emergency follows the impeachment of former president Dina Boluarte on October 10, with lawmakers citing her failure to effectively respond to rising crime rates as a key reason for her removal. Following Boluarte’s ousting, Heri, who was then serving as the President of Congress, assumed the presidency.
The situation has been marked by protests that have turned violent, resulting in the death of one civilian and injuries to around 100 individuals, including police officers and journalists. Despite the unrest, Heri has reiterated his commitment to remaining in office, dispelling rumors of potential resignation.
Protests that began with demands for higher wages and better pensions for youth have expanded to address broader issues, including a fight against corruption, rising crime, and dissatisfaction with the political elite. The government’s response to these protests and the state of emergency will be closely watched as Lima grapples with its ongoing challenges.
