Peru’s Congress Ousts President Boluarte Amid Public Outrage

Peru’s Congress has removed President Dina Boluarte from office, citing her government’s inability to address escalating violent crime and pervasive corruption. On March 15, 2024, lawmakers voted unanimously, 124-0, to impeach Boluarte, declaring the presidency vacant under a constitutional clause of “permanent moral incapacity.” This decision reflects a significant shift in the political landscape amid growing public discontent.
Boluarte’s presidency, which began in 2022 after the impeachment of her predecessor Pedro Castillo, faced relentless scrutiny due to a series of scandals and allegations of misconduct. Her approval ratings plummeted to as low as 2%, fueled by accusations of bribery and her administration’s harsh response to protests, which resulted in over 60 fatalities. Boluarte has consistently denied these allegations.
In the wake of her removal, Jose Jeri Ore, the congressional president, has assumed the role of interim leader. At 38 years old, Jeri represents the Somos Peru party and is now one of the youngest heads of state globally. He is tasked with calling new elections as part of the transition process.
Political Turmoil and Public Discontent
Boluarte’s tenure has been marred by serious controversies, including accusations of accepting gifts such as Rolex watches as bribes. Furthermore, she faced criticism for using a presidential vehicle to transport a fugitive politician. Her decision to undergo cosmetic surgery in 2023 while failing to formally delegate her powers during her absence also fueled public anger. Although Boluarte claimed the procedure was medically necessary, her surgeon reportedly contradicted this by stating it was purely aesthetic.
The public’s fury over rampant crime played a crucial role in her ousting. According to national police data, cases of extortion have skyrocketed from several hundred annually in 2017 to more than 2,000 per month in 2024. The alarming increase in violence has resulted in multiple deaths, including those of bus drivers, and businesses have been targeted with explosives. Earlier this year, a state of emergency was declared in Lima to address the escalating violence.

The removal of Boluarte marks a critical juncture in Peruvian politics as the country grapples with significant challenges. With public trust in government institutions severely eroded, the path forward remains uncertain. Jeri’s leadership will be closely scrutinized as he navigates the complexities of governance during this turbulent period.
