Montenegro Sees Surge in ID Card Applications Ahead of Deadline

The Montenegro Ministry of Internal Affairs announced a significant influx of applications for new identification cards, with nearly 5,000 requests submitted in a single day. This surge comes as the deadline for replacing older identification documents approaches on September 30, 2023.

Officials confirmed that they will not extend the deadline for exchanging third-generation identity cards, emphasizing adherence to the law. The Ministry reported that citizens were motivated to apply as the deadline neared, resulting in long queues at service counters across the country.

In June alone, 10,093 applications were filed, and in the first 25 days of September, the total reached 36,041 requests. The new third-generation ID cards, introduced on March 30, 2023, feature electronic public documentation with enhanced security benefits.

While the application process remains consistent, citizens are exempt from administrative fees, although a €5 charge for the card template still applies. Payments can be made at Montenegro Post offices. The electronic ID cards allow citizens to complete numerous administrative tasks online, reducing the need to visit service counters in person.

As the deadline approaches, the Ministry has indicated that 82,046 citizens still need to replace their old identification cards. To date, 486,551 ID cards have been successfully exchanged. Under the law, citizens who fail to apply for a new ID card within the stipulated timeframe may face fines ranging from €60 to €300.

The urgency surrounding this issue has led to substantial crowds outside the Ministry’s offices, particularly in Podgorica. The Ministry has reiterated that those with ID cards issued prior to March 30, 2020, are required to obtain new documents in compliance with recent legislative changes.

Concerns are mounting that individuals who do not replace their ID cards by October 1, 2023, could encounter significant problems in accessing banking services, including difficulties in setting up new accounts or withdrawing funds.

In addition, there are expectations of increased traffic at the Montenegro Health Insurance Fund counters, as citizens will need to activate their new ID cards for use as health insurance documents. Currently, this activation cannot be done electronically via the e-Health platform, necessitating a visit to the Fund’s offices.
