New Driving Regulations Impact Thousands of UK Motorists

Thousands of motorists in the UK face significant changes this week as new driving regulations come into effect. The Driver and Vehicle Standards Agency (DVSA) has mandated that “in-scope vehicles” must now be equipped with the full or transitional version of the smart tachograph 2 software. This requirement primarily affects Heavy Goods Vehicles (HGVs) exceeding 3.5 tonnes, impacting a large number of road users.
The regulation was introduced on August 19, 2025, and is part of a broader update concerning tachographs in vehicles. The smart tachograph 2 is an advanced digital device that records various metrics related to driver activity, including driving time, speed, and distance traveled. According to the DVSA, “On or after August 19, 2025, a ‘full’ smart tachograph 2 or ‘transitional’ smart tachograph 2 must be retrofitted into in-scope vehicles currently fitted with a smart tachograph 1 that are undertaking international journeys.”
For vehicles operating solely within the UK, the older smart tachograph 1 remains permissible.
The Road Haulage Association (RHA) reports that over 625,000 HGVs are registered in Great Britain. Until 2023, smart tachograph 1 devices were still being installed in vehicles, but the transition to the newer version has been underway. The DVSA has indicated that additional updates are planned, set to take effect in July 2026.
In a statement, the DVSA elaborated on the upcoming changes, stating, “On or after July 1, 2026, a ‘full’ smart tachograph 2 or ‘transitional’ smart tachograph 2 must be fitted into newly registered goods vehicles over 2.5 tonnes, undertaking international journeys for hire and reward.”
There are exceptions to these requirements. Vehicles undertaking international journeys for the driver’s or the company’s own account, where driving is not the main activity, do not need to be fitted with a tachograph. Additionally, for vehicles weighing over 2.5 tonnes but under 3.5 tonnes that operate solely within the UK, there continues to be no obligation to install a tachograph.
These changes reflect ongoing efforts to modernize road transport regulations and ensure safety and compliance among drivers and operators in the UK. As more updates are implemented, the DVSA aims to enhance the efficiency and reliability of transportation on UK roads, impacting both the industry and everyday motorists.
