											The Trump Administration has initiated a proposal to restrict access to abortion services for veterans receiving care from the U.S. Department of Veterans Affairs (VA). This move seeks to reverse a policy established under the administration of former President Joe Biden, which had allowed certain abortions in cases of rape, incest, or when the pregnant person’s health was at risk.
The proposed rule, derived from the conservative Project 2025 playbook, would ban nearly all abortions at VA hospitals, except in instances where the life of the patient is in jeopardy. Additionally, it would eliminate coverage for these services under VA medical benefits. This policy shift comes in the wake of the U.S. Supreme Court’s **Dobbs decision**, which ended federally protected abortion rights, prompting several states to enact their own abortion bans.
Under the Biden administration’s 2022 rule, VA medical centers were permitted to provide abortions in specific circumstances. This change aimed to ensure that veterans had access to appropriate care regardless of the state in which they resided. It was a response to growing concerns regarding access to reproductive health services following the Dobbs decision. In the first year after the rule’s implementation, the VA reported performing **88 abortions**, with **64** of these procedures conducted due to health risks to the pregnant individual, according to data from Military.com.
The new proposal will also impact recipients of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA), which provides coverage to veterans’ families, including children and caregivers. The rule aims to address the perceived increase in demand for abortion services, citing that the previous policy created uncertainty for veterans needing care in states with strict abortion laws.
In eight states, including Texas, Alabama, and Oklahoma, there are abortion bans without exceptions for rape or incest. Furthermore, five states do not permit abortions even when the pregnant person’s health is at risk, only allowing procedures that save their life.
The Project 2025 document, published by the conservative **Heritage Foundation** and co-authored by anti-abortion groups like **Susan B. Anthony Pro-Life America**, outlines a series of “needed reforms,” beginning with the rescinding of clinical policies deemed contrary to conservative principles. The document argues that abortion services do not align with conditions warranting VA care.
U.S. laws already restrict federal funding for abortions, allowing it only in cases of rape, incest, and specific medical circumstances. The administration claims that the 2022 rule blurred the lines between elective abortion and necessary healthcare services. The proposed change indicates a shift back to a policy that restricts abortion access primarily to life-threatening situations, with counseling on abortion options also being prohibited.
According to estimates from the **National Partnership for Women and Families**, over **400,000** women veterans reside in states with existing or potential abortion bans. This number represents more than half of the total women veterans in the United States.
Public comments on the proposed rule will be accepted until **September 3, 2023**, providing an opportunity for stakeholders and the public to express their views on this significant policy change.
