Revolut Leads UK in Fraud Complaints, Data Reveals Alarming Trends
Customer complaints regarding fraud have surged for Revolut, marking it as the worst firm in the UK for fraud issues, according to data obtained by the consumer advocacy group Which?. A recent Freedom of Information request submitted to the Financial Ombudsman Service (FOS) revealed that Revolut customers lodged a staggering 3,242 APP fraud complaints in 2024, surpassing all other banks.
The data indicates that Monzo and Barclays followed with 2,344 and 1,704 complaints, respectively. As of 2025, the trend remains consistent, although Monzo has overtaken Barclays in complaint numbers. Additionally, a significant portion of complaints resulted in findings in favour of customers, particularly for Monzo, which suggests a higher likelihood of reimbursement for its users.
Revolut also faced 2,631 other fraud and scam complaints unrelated to APP fraud during the same year, with Monzo and Barclays receiving 1,810 and 1,461 complaints, respectively. The pattern appears to continue into 2025, reinforcing concerns regarding Revolut’s handling of fraud complaints.
Concerns About Fraud Handling and Customer Reimbursement
In 2024, Revolut reported a notable 37% uphold reimbursement rate for non-APP fraud cases, the highest among the leading firms. However, ongoing issues have come to light regarding how the company manages fraud situations. On March 2024, Which? issued a warning about a sophisticated fraud scheme targeting business customers, highlighting issues with Revolut’s reimbursement process. Two victims of fraud were forced to escalate their complaints to the FOS, enduring over a year of waiting before receiving their owed reimbursements.
One case involved a victim who lost £165,000 and faced potential bankruptcy. This individual later featured in a BBC Panorama investigation revealing that Revolut was implicated in nearly 10,000 complaints to Action Fraud in 2023, outpacing other major banks, including Barclays, which received 7,874 reports, Lloyds Bank with 7,395, and HSBC at 5,467.
Data Highlights APP Fraud Concerns
The Payment Systems Regulator (PSR) data sheds further light on the issue, showing that for every £1 million entering consumer accounts at Revolut, £756 was linked to APP scams in 2023. This figure raises alarms about the company’s effectiveness in safeguarding against fraudulent activities. Although this number is lower than that of smaller payment firms like Skrill, it remains significantly higher than traditional banks and digital competitors such as Monzo and Starling.
In response to the alarming statistics, Revolut stated, “Each potential fraud case concerning a Revolut customer is carefully investigated and assessed independently of other cases. Revolut takes fraud and the industry-wide risk of customers being coerced by organised criminals incredibly seriously.” The company emphasized its commitment to fraud prevention, noting that its Financial Crime prevention team constitutes over a third of its global workforce exceeding 10,000 employees.
Revolut reported that it has developed advanced AI models to identify and prevent fraudulent transactions, successfully blocking over £600 million in potential fraud against its customers in 2024. While the data presents a troubling picture, Revolut’s efforts to enhance fraud protection remain a focal point as it navigates ongoing challenges in the financial landscape.
