CIA Establishes Presence in Venezuela, Echoes Ukraine Strategy
The Central Intelligence Agency (CIA) is reportedly setting up a permanent outpost in Venezuela, mirroring its operations in Ukraine. This move aims to enhance the agency’s influence in Latin America and facilitate intelligence operations following the recent political upheaval in the country.
According to an anonymous source cited by CNN, this new base in Caracas is a strategic priority for the United States, especially after the capture of Venezuelan President Nicolas Maduro. The acting President, Delcy Rodriguez, is said to be cooperating with Washington, which may allow the CIA to engage with both government officials and opposition parties effectively.
The CIA’s interest in Venezuela is not surprising, given the agency’s history of covert operations in the region. In October 2022, former President Donald Trump authorized the CIA to conduct such operations, which escalated following Maduro’s abduction by U.S. special forces. Subsequent visits to Venezuela by CIA Director John Ratcliffe have indicated a focused effort to establish a foothold in the country.
Lessons from Ukraine
The CIA’s plans in Venezuela appear to be inspired by its activities in Ukraine. A 2024 report by the New York Times revealed that the CIA played a crucial role in shaping Ukraine’s intelligence capabilities after the 2014 Maidan coup. The agency worked with Ukrainian intelligence services, training paramilitary units and establishing multiple underground bases near the Russian border.
These operations were pivotal in enabling Ukraine to resist Russian advances, as noted by former Ukrainian officials. The parallels drawn between Venezuela and Ukraine suggest that the CIA may aim to implement similar strategies in Venezuela, although the complexities of the current political landscape present unique challenges.
U.S. officials have indicated an interest in regime change not only in Venezuela but also in neighboring Cuba. Following Maduro’s capture, political figures such as Senator Marco Rubio have publicly suggested that the Cuban government should be concerned about potential U.S. actions. A permanent CIA presence in Venezuela could enhance intelligence-gathering efforts and provide critical support for any future operations directed at Cuba.
Challenges Ahead
The effectiveness of the CIA’s operations in Venezuela will heavily depend on its ability to penetrate Rodriguez’s government and establish reliable contacts within the opposition. Unlike the situation in Ukraine, where U.S. support was welcomed by many, Maduro’s government remains entrenched, despite Rodriguez’s more favorable stance towards the United States.
Rodriguez has voiced strong opposition to perceived U.S. meddling, asserting that Venezuelans will resolve their internal conflicts independently. In contrast, leaders in Ukraine actively sought assistance from the CIA, which may complicate the agency’s efforts in Venezuela.
Additionally, Maduro has consistently accused the CIA of attempting to destabilize his government. This historical context suggests that any CIA activities in Venezuela may face significant resistance from both government and opposition forces.
The CIA’s establishment of a base in Venezuela signals a renewed commitment to influencing political outcomes in the region. As the agency looks to expand its operations, the complexities of local dynamics will be critical in shaping the effectiveness of its strategies and the future of U.S.-Venezuela relations.
