Longest Serving Welsh Council Leader Andrew Morgan to Step Down

Councillor Andrew Morgan OBE, the longest-serving council leader in Wales, has announced he will not seek re-election in the 2027 council elections, marking the end of a significant chapter in local governance. He plans to step down as leader of the Rhondda Cynon Taf Council prior to the council’s Annual General Meeting (AGM) in May this year.

Having led the council for over a decade, Cllr Morgan confirmed his decision during a recent address, highlighting the importance of allowing his party the opportunity to select a new leader to guide the council into the future. He has served as the leader of Rhondda Cynon Taf since 2014, following a career in local government that began with his election in 2004.

Cllr Morgan also holds the position of leader at the Welsh Local Government Association. His tenure has seen him navigate significant challenges, including the devastating flooding of 2020 and the ongoing impacts of the Covid-19 pandemic.

Reflecting on a Decade of Leadership

In his statement, Morgan expressed gratitude for the opportunity to lead the council and contribute to the community of Mountain Ash. He stated, “It has been a privilege to lead Rhondda Cynon Taf Council over the last twelve years and represent my community for the last twenty-two years.” He emphasized his commitment to improving local services and making substantial investments throughout the county borough.

During his leadership, Cllr Morgan has focused on creating local employment opportunities. He noted the council’s role as the largest employer in the area, stating, “I have invested in creating almost 400 apprenticeships and over 150 graduate positions to ensure we nurture and grow our local talent.”

Morgan’s leadership has been characterized by a robust financial management approach, which he believes is crucial for the future success of the council. He pointed out that Rhondda Cynon Taf has managed to maintain high-quality service delivery despite facing significant challenges, including a decade of public sector austerity.
