Podgorica Achieves Record Capital Investments of €65 Million in 2025

The city of Podgorica has recorded remarkable achievements in its capital budget execution for the year 2025, according to Mayor Saša Mujović. A total of €65 million has been allocated for various capital projects, setting a new benchmark for the city. This accomplishment is particularly significant given that the city operated under a temporary financing regime during the first two months of 2025, lacking approved public procurements.

Mujović emphasized that the previous record was set in 2022 when approximately €55 million was spent on capital projects. The mayor stated, “Achieving these results in just eight months is a testament to our commitment and effective management.”

Among the completed projects are major roadworks, including the streets of Husinskih Rudara, Vučedolska, and Miloša Obilića, as well as the reconstruction of several boulevards. Additionally, the construction of a new city cemetery has been finalized, and significant upgrades have been made to existing cemeteries in Čepurci and Zagorič. The city has also made strides in enhancing public services by acquiring new equipment, including ten trucks for the cleaning company Čistoća, and expanding public transport options with new buses and vans.

The mayor highlighted the creation of over 1,000 new parking spaces throughout the city, aimed at improving traffic management. Renovations have also been carried out on various building facades, particularly for structures like the Lepa Kata building and the high-rises in Block 5, which had been in dire need of maintenance.

In collaboration with the Government of Montenegro and the Ministry of Public Works, the city has initiated the Jusovača project and the construction of the Vojislavljević Boulevard. Ongoing work includes the city theatre and the street section of Slobode, along with plans for a promenade along the Ljubović hill and the development of a park in the Zlatica forest.

Mujović noted the city’s recognition as the European Capital of Youth for 2028, which has spurred further investment in youth-oriented initiatives. The mayor stated, “We have launched numerous tenders for 2026, prioritizing projects such as the pedestrianization of Slobode Street and the continuation of Vučedolska Street.”

Additionally, the city is undertaking procurement processes for the construction of a new bridge and the renovation of existing infrastructure linked to Vojislavljević Boulevard. The ongoing development of the Western Bypass will mark a significant milestone in Podgorica’s urban planning.

Traffic solutions are also high on the agenda, with plans for the comprehensive deployment of “smart traffic lights.” This initiative will position Podgorica among the few cities with fully integrated smart traffic management systems. The introduction of a bike-sharing program aims to promote cycling as a viable transport option in the capital.

Public transport facilities will be upgraded with digital LED displays for real-time tracking, and new bus stops are set to be constructed to enhance commuter convenience.

Mujović concluded by affirming that the city prioritizes capital projects over current spending, as demonstrated by the historic expenditure of nearly €65 million. The commitment to continued investment in 2026 remains steadfast, reflecting the city’s strategic vision for growth and development.
