EU Official Highlights Rising Threat from Russian Shadow Fleet

A senior official from the European Union has raised alarms about the increasing threat posed by Russia’s “shadow fleet” to maritime security. Speaking at the Munich Security Conference on March 17, 2023, Belén Martinez Carbonell, Secretary-General of the European External Action Service, described this shadow fleet as a direct challenge to Europe’s safety and stability.

The shadow fleet not only supports Russia’s ongoing military efforts but also raises significant concerns about the vulnerability of crucial shipping routes and undersea infrastructure. “For us, there’s a very direct threat very close to home,” Carbonell stated. She characterized the fleet as a violation of the UN Charter, emphasizing that it amplifies Russian aggression in the region.

Carbonell identified the shadow fleet as the most immediate threat to European security, highlighting its potential environmental impacts and risks to critical maritime infrastructure. “We know that those shadow fleets pose risks besides feeding the coffers of war,” she explained, noting concerns about the environmental consequences and the dangers to undersea cables that are vital for global connectivity.

Maritime Security and Global Implications

The panel discussion, moderated by Mina Al-Oraibi, Editor-in-Chief of The National, underscored the increasing global significance of maritime security amid escalating geopolitical tensions. Al-Oraibi pointed out that over 80% of world trade relies on maritime routes, with 95% to 99% of global connectivity dependent on underwater cables. This reality, she said, highlights the importance of safeguarding maritime security.

In response to these threats, the EU is implementing a variety of non-military and regulatory measures, including sanctions targeting the shadow fleet. Carbonell reported that the EU has already sanctioned 600 shadow fleet vessels and 40 enablers. She mentioned ongoing efforts to engage with countries whose flags are used by these vessels, emphasizing the need for greater awareness and compliance among flag states.

Carbonell also referenced legal frameworks within the United Nations Convention on the Law of the Sea (UNCLOS), which could enable actions against unflagged vessels. “We’re also trying to use all possibilities offered precisely by UNCLOS,” she said, citing Article 110, which allows for the boarding of vessels under certain conditions.

Naval Operations and Regional Stability

Alongside regulatory efforts, the EU has been active in maritime operations aimed at ensuring freedom of navigation. Carbonell mentioned several key missions, such as Irini, Atalanta, and Aspides, which have been instrumental in protecting commercial shipping. She highlighted the success of the Aspides mission in the Red Sea, which has facilitated safe passage for over 600 merchant vessels and assisted more than 100 sailors and seafarers.

The discussion also included insights from Rashad Mohamed Ali Al-Alimi, Chairman of Yemen’s Presidential Leadership Council. He pointed out that instability in the Red Sea is exacerbated by Iranian-backed militant groups, presenting a significant threat to regional maritime security. Singapore’s Defence Minister, Chan Chun Sing, echoed these concerns, stating that rising strategic mistrust among major powers is increasingly shaping global maritime risks.

As the EU continues its efforts to address these multifaceted challenges, the implications for international trade and security remain critical. Carbonell’s warnings serve as a clarion call for enhanced cooperation and vigilance in safeguarding maritime routes and infrastructure essential to the global economy.
